Belgian rail network fully upgraded to ETCS

Belgium has completed the nationwide rollout of ETCS, upgrading its rail network to European interoperability standards. The project positions the country among the first in Europe to deploy ETCS across a complex, live network.

Belgium has completed the nationwide deployment of the European Train Control System (ETCS), marking a major milestone in the digital modernisation of its rail network. The programme, launched in 2015, has equipped 2,274 kilometres of track with ETCS, including extensive Level 2 coverage on key corridors.

The rollout was delivered by a consortium led by Siemens Mobility and Equans, in cooperation with the Belgian rail infrastructure manager Infrabel. Siemens Mobility was responsible for ETCS Level 2 and interlocking systems, while Equans handled on-site installation works, including civil engineering, cabling and system deployment.

Belgium’s ETCS programme was carried out largely under live traffic conditions, with minimal line closures, a factor that significantly increased technical and operational complexity. The country has now achieved full ETCS coverage across its network, combining both Level 1 and Level 2 applications.

The deployment covers major national routes and European transport corridors, linking cities including Bruges, Ghent, Hasselt, Arlon, Verviers and Mons. The system architecture includes 46 interlockings, 37 Radio Block Centres, around 19,000 balises and more than 4,500 signals, enabling continuous train supervision and real-time traffic management via GSM-R communication.

Before the upgrade, Belgium relied on legacy signalling systems that limited capacity, reliability and cross-border compatibility. The ETCS Masterplan was launched in response to EU interoperability and safety requirements, with Belgium completing the rollout ahead of the EU’s mandatory deadline.

From a European perspective, the project strengthens cross-border rail operations and network resilience on one of the continent’s busiest freight and passenger corridors. With nationwide ETCS in place, Belgium now operates one of the most digitally advanced rail networks in Europe, providing a reference model for large-scale ETCS deployment under operational conditions.
